Well, yes; but one might also want to say, "The proposed Anglican Covenant is a tool designed (at least by some) to accomplish a task which ought not to be accomplished at all."
All too true (though the folks at ACI have admitted that the attenuated form won't meet their goals, and suggest piling on and amending!)
My observation here is that even at its most benign and positive the Covenant accomplishes nothing that cannot be done without it, and more efficiently at that! Let's hope sanity prevail in General Synod.
